Introduction:-
Functioning of PM-AASHA Scheme (Pradhan Mantri Annadata Aay SanraksHan Abhiyan)
Pradhan Mantri Annadata Aay SanraksHan Abhiyan (PM-AASHA) is an umbrella scheme to ensure Minimum Support Price (MSP) to farmers on his Production.
PM-AASHA SCHEME:–
- Giving a major boost to the pro-farmer initiatives of the Government and in keeping with Government’s commitment and dedication for Annadata(Farmer).
- It will help to protect farmer’s income which is expected to go long way towards the welfare of farmers.
- Government of India has already increased the MSP of Kharif crops by following the principle of 1.5 times the cost of production.
- It is expected that the increase in MSP will bring robust procurement mechanism in coordination with the State Governments.
AIM:-
PM-AASHA is aimed towards ensuring remunerative prices to farmers for their Crop produce.
- This will ensures Minimum Support Price (MSP) to farmers of notified oilseeds and pulses qualifying Fair Average Quality norms.
- Government fixes MSP for 22 mandated crops which are paddy, jowar, bajra, maize, ragi, arhar, moong, urad, groundnut-in-shell, soyabean, sunflower, sesamum, nigerseed, cotton, wheat, barley, gram, masur(lentil), rapeseed/mustard, safflower, jute and copra.
THREE IMPORTANT COMPONENTS Of Schemes:-
- Price Support Scheme (PSS) with The certain modifications.
- Rolling out of new schemes of Price Deficiency Payment Scheme (PDPS)
- Pilot of Private Procurement and Stockist Scheme (PPSS).
PRICE SUPPORT SCHEME (PSS):-
In Price Support Scheme (PSS) is physical procurement of pulses, oilseeds & Copra .
PRICE DEFICIENCY PAYMENT SCHEME (PDPS):-
- PDPS is proposed to cover all oilseed Crops for which MSP is notified.
In this direct payment of the difference between the MSP and the selling/modal price will be made to pre-registered farmers.
PILOT OF PRIVATE PROCUREMENT & STOCKIST SCHEME (PPPS):-
- Participation of private sector in procurement operations needs to piloted .
- Therefore in addition to PDPS, it has been decided that for oilseeds, states have the option to roll out PPSS on pilot basis.
It will be in selected district/APMC(s) of district involving the participation of private stockiest.
